Construction noise has been a significant concern expressed by stakeholders and citizens. NDOT takes this concern seriously and is working to minimize noise impacts to the greatest extent possible. However, those living close to the project area will experience noise impacts.

NDOT is working hard to make progress on the Freeway Extension Project, with as little impact to area residents as possible. In general, construction work is ongoing 7:00am to 9:00pm Monday through Friday and 9:00am to 9:00pm on Saturday and Sunday. Some special exceptions may exist in this schedule. Construction noise will be an issue and NDOT is working to address this concern.

The contractor is required to develop a noise abatement plan prior to commencing work in the field. NDOT has created specific parameters for noise that the contract must adhere to. Sensitive sites cannot be subject to specific noise levels or work will be suspended, corrected, and the contractor penalized. Sensitive sites are defined as recreational areas, residential areas, schools, hospitals, churches, hotels, and other inhabited areas which serenity and quiet are of extraordinary significance. Noise in these areas, as measured at the exterior of the site, is limited to 75 decibels (dBA) for a 15 minute interval or a peak noise level of 85 dBA from 7:00am to 9:00pm. Any special night-time work after 9:00pm would be limited to 55 dBA for a 15 minute interval or a peak noise level o 65 dBA. In general, 75 dBA noise levels range between normal inside office noise to typical street traffic noise. NDOT engineers are responsible for monitoring noise levels.

Excavation of rock by blasting may berequired for the construction of the Galena Creek and Brown’s Creek bridges. The contractor is developing a master construction schedule including dates for blasting. Dates for blasting will be posted here

Noise impact and safety are a key concern. The construction site is restricted and monitored for only those employees essential for the work to be completed. Specially trained technicians are utilized to conduct the rock demolition with explosives and then to safely remove the loosened rock.

To minimize impacts, blasting activities will be restricted to weekday construction only. Residents within a 3 mile (5 km) radius of the blasting location will be notified in advance of blasting activities. Additional information and a schedule for rock demolition activities will be included here in Spring 2004.

Equipment, vehicles, pumps, and compressors used for construction create potential noise impacts.

Mitigation Plan for Impact:

All equipment and vehicles utilized on the construction site must adhere to the following requirements:

  • Idling equipment must be kept to a minimum.
  • Construction equipment must have proper operating mufflers and shrouding to minimize noise.
  • Any pile driving or drilling operations are limited to the hours of 7:00am to 9:00pm. All pile driving or drilling equipment must be outfitted with the current noise control technology. For example noise blankets can be used around some equipment to absorb and deflect noise.


NDOT engineers are responsible for monitoring noise levels.
